(Usually the engineer or Architect.) <br /><br />This doesn't seem to be a design build there has to be someone at the top who makes decisions as per change notices and timelines. <br /><br />Yes the CMHR should have had their own Project Manager if their engineer /Architect were not taking responsibility for the project.<br /><br />Perhaps in this instance, the General was given free rein.<br /><br />Either way, this is a colossal fail for a structure that is second rate. I mean if you want to copy Frank Gehry or make comparisons to the Guggenheim. perhaps you should have just hired him.<br /><br />Seems like even if you double the Gugg's pricetag of 120 Million, you'd still be under budget.<br /><br />Oh well, second rate and inflated.
